Raised Decks and raised decking schemes.

Decking systems are perfect for raised decks. Any contours in the normal garden can be levelled by a raised deck. Suspended or raised decks are normally supported on 100x100mm (4x4in) tanalised treated posts (These are guaranteed for 15 years against rot).
As with all decking, it is important that the sub frame is constructed properly.

Decks can normally be raised to the height of 2 metres
or so without needing planning permission
(Read THIS). However, there are one or two things to bear in mind during the design stage. The 2 metre restriction applies to the 'structure', so it will normally have to include the height of any balustrading.
Bear in mind also, that the higher your deck, the more likely it is to offend neighbours, and you are more likely to have 'eye contact' and privacy problems.
